Default Is this a mistake?

I was wondering about the raised first in stat, thinking it might be useful for judging people high blind open all ins for sng's. I assumed it mean the % of the time villain raises when it is folded to him, regardless of position ( i know the att. steal blinds stat deals with this from the c/o and B). But reading in the guide
"FirstInRaise% - PREFLOP statistic showing percentage of hands where player raised preflop as the first person to act, out of all hands"

This surely cvan't mean it;'s a stat as to only when a player raises in UTG??
Also, as a point att st blinds should include when it's folded to the sb and he open raises, it kinda sucks that it doesn't.
Any help or ideas on this would be appreciated.
