VPIP excludes the blinds.
But if I min raise from the Small Blnd, does that credit both stats (PFR and VPIP)?

If my PFR is a 3Bet, does the action credit both stats?

Does a Cold Call credit VPIP as well?
If I make up the blinds, does that count as a Cold Call?

Yes to all questions. VPIP represents the percentage of times you voluntarily puts money into the pot, so the blinds are only excluded if you do not put in any additional money after posting the blinds.
